Poland and Finland have signed an agreement on licensed production of the Rosomak (Patria AMV XC-360P) 8x8 wheeled armoured personnel carrier (APC) in Poland, the Polish Ministry of Defence stated on 13 July.
The four part agreement was signed by Poland's Wojskowe Zaklady Mechaniczne (WZM) Siemianowice Slaskie and Finland's Patria Land Systems.
The new agreement allows WZM to market the Rosomak to export markets, without any restrictions on the end customer. Poland is understood to be offering Rosomak to Algeria and India

The Patria AMV APC was selected for the Polish Army in December 2002, with a USD1.5 billion contract signing in April 2003 for 690 vehicles: 658 8x8 vehicles and 32 6x6 armoured reconnaissance vehicles (although the 6x6 was abandoned in 2006).
With the initial licensed production contract expiring in December 2013, last year WZM started negotiations with Patria to expand the licence rights to manufacture, repair and maintain Rosomaks.
Patria is understood not to have fulfilled offset requirements attached to the 2003 contract, which involved the purchase of AMV vehicles from the WZM production line for EUR60 million (USD78.8 million) and parts from Bumar and HSW for EUR100 million.
Negotiations on the new agreement were concluded on 11 July and the contract signed on 12 July. WZM received full license rights to manufacture Rosomaks until 2023, which compensates the lack of Finnish offsets, plus maintenance and service rights until 2052. Under the terms of the new contract Patria will also provide technology transfer for the remaining three components: chassis, driver's station and the brake system.
Poland has also gained the right to integrate any types of armament and additional equipment onto the Rosomak as well as freedom to select future industrial partners.
Both partners signed an agreement on the intellectual property of all modifications introduced by the Polish side to the Rosomak design. WZM has already introduced 65 changes to Rosomak compared to the original Patria AMV. The new agreement means that any future modifications will not require Finnish approval. Patria, however, retains the rights to be the sole source provider of some components for the Rosomak.
As of the beginning of July, the Polish Army had received 570 Rosomaks, with an additional 117 to be delivered by December 2013. The APCs are operational with the 12th and 17th Mechanised Brigades and the Polish contingent in Afghanistan. According to the "Polish Army Modernisation Plan 2013-2022", the Land Forces are planning to purchase additional 307 Rosomak vehicles by 2022.

License Agreement and the Framework abolish export restrictions. So far, the export market AMP was limited to only seven countries in the world. Currently, talks are underway to sell the vehicles to Algeria and India
